. we are endlessly reminded that everything must be on the table, including defense, which accounts for about 20% -- as you probably know -- of the budget. but defense doesn't really seem to be on the table in terms of widely-discussed solutions or strategies. instead, we confront sequestration, a thoroughly bad idea for getting a defense budget or any other budget. unless we take action, we could face a fiscal or economic crisis that forces cuts to our military priorities, steep and arbitrary cuts that are neither coherent, nor prioritized. the question is, can we and how do we achieve savings that can improve our fiscal outlook while meeting our national security needs? to quote admiral mullen again, he said the pentagon budget was basically doubled in the last decade, and in doubling we have lost the ability to prioritize. to make hard decisions, to do tough analyses, to make trades. we also need a review of our defense strategy that makes sure that we are preparing for the threats and risks of the 21st century, not those of the past. the foundation has funded two efforts along t

defense cuts. in fact, both sides have gone out of their way to say they shouldn't happen. but if there's no deal, they may happen anyway. in today's "deep dive" how the sequester could impact our military, our economy, and our safety. the budget control act calls for about a trillion dollars in automatic cuts to begin in january if laes no deal. half would come from domestic spending. we'll dig deeper into that. today spes cifically about the half that comes from security and defense. the cuts on that side amount to $492 billion over the next ten years but they aren't across the board. the president has promised to exempt military personnel and veterans affairs. let me start this here. here is the $492. that, by the way, this $492 billion is on top of another $450 billion cuts the d.o.d. was planning to make to cut waste and trim unnecessary programs. it's prompted mrenting of hand wringing on both sides. >> we can't afford another $500 billion in cuts in our defense budget on top of the $500 billion in cuts that the president is already making. >> the sequester destroys the united sta

we need to make the defense cuts. we want to minimize human services cuts. the best way to do that is go back to clinton era taxes. i actually have mixed feelings about striking a deal where the rich folks pay more taxes. i think they should pay more taxes, but i actually think going off clithe cliff is a bet solution than just charging people who make a lot of money what they were paying when bill clinton was president. >> the clinton tax rates worked well, and when you look at where we really are today, although the democrats are playing really tough on these top tax rates, they have conceded about 75% of the tax debate to republicans by agreeing with them on all of the otherç rates. >> that is true, aalthough there is a matter of timing. you know, i think part of what you have to look at here is it's really hrepublicans who force this conversation about having deficit reduction right now. we shouldn't have deficit reduction right now. we should focus on jobs and employment and continued stimulus for the economy, which i was really happy about the president at least had so

for 30 years. not any weapon is appropriate for self defense in the home. all the supreme court said is that you have a right to have a handgun in your home for self defense. they didn't say you have a right to have any kind of gun like an assault weapon and didn't say you have any right to take that gun out on to the public street and carry it with you. there are still a lot of questions to be answered by the supreme court on the scope of the second alternate. at least today as we understand it it does not ban from limiting magazines. >> background searches, limiting sale of semiautomatics and restrictions on hidden carry you don't think would be barred by the constitution. >> i don't think any of those restrictions are likely to be struck down by the supreme court. may be the biggest is the right to carry concealed weapons on the street. the supreme court said the right to bear arms is the right to carry arms but didn't make conditions. it's important to me the supreme court will say the government can require a license for anyone who wants to carry a gun on the street. >> license

on the diagnosis -- the docket on the defense of marriage act and a portion only recognizes marriage as between a man and a woman and has been challenged dozens of times. they agreed to take up a case dealing with defense of marriage act. two different cases but both going to the same issues. they are different on technical and legal points but the bottom line is the same and the court has told us it will hear two gay marriage cases and we expect the earliest to get on the calendar is march of 2013 so that means we will have a decision like we did with the president's health care law in late june next year. >>shepard: has the supreme court or members given any indication of where they are these days on these matters? >>shannon: when they grant the cases all we know there were four votes behind closed doors from the nine justices and it takes four votes to get the cases on the docket so there are that many who are interested. we thought they might take either of the defense of marriage act or proposition 8 but because they involve differences in the legal issues involved, it looks like they want
